SBIR/STTR REAUTHORIZED — FIVE-YEAR RUNWAY UNLOCKED, NEW $30M MECHANISM LIVE
The Senate passed S. 3971, the Small Business Innovation and Economic Security Act, on March 3 — ending the longest program freeze in SBIR’s 43-year history. More than $4B in annual funding was frozen since October 1, 2025, halting solicitations across all 11 agencies. The five-year extension through FY2031 restores that pipeline.
The critical new lever: Strategic Breakthrough Awards — a post-Phase II mechanism allowing up to $30M per award over 48 months, with 100% matching funds required. DoD applicants must also secure a POM commitment from an acquisition executive at or above the rank of Program Acquisition Executive. DoD and NIH are expected to publish first solicitations in April.

1. STRATEGIC BREAKTHROUGH AWARDS — NEW PHASE II+ PATHWAY
The reauthorization creates a milestone-based award mechanism for agencies with more than $100M in annual SBIR obligations — DoD, DOE, and DHS. Awards can reach $30M over 48 months with agencies required to complete contract actions within 90 days of proposal receipt. For defense companies, at least 20% of required matching funds must come from new DoD sources outside SBIR/STTR programs. First DoD solicitations expected late 2026 to early 2027.
2. FOREIGN OWNERSHIP SCREENING EXPANDS TO EIGHT WATCHLISTS
Every SBIR/STTR application now requires due diligence screening against eight federal watchlists including the UFLPA Entity List, DoD’s Chinese Military Companies List, and Commerce’s Entity List. Defense founders should review all investor cap tables and international partnerships ahead of the first solicitation wave.
3. HOUSE FAST-TRACK VOTE — WATCH THIS WEEK
The House placed S. 3971 on its suspension calendar for the week of March 16. Once signed, DoD topic development teams — who continued preparing solicitations throughout the freeze — are positioned to publish first. AFWERX has already posted the PY26.1 STRATFI Notice of Opportunity, signaling readiness to move immediately.

S2MARTS SURPASSES $3B IN PROTOTYPE AWARDS
NSTXL’s S2MARTS OTA crossed the $3B milestone in cumulative prototype project awards with 133 performers across 54 opportunities — over 81% nontraditional defense contractors. In February, DoD awarded $68M across six vendors under S2MARTS for accelerated hypersonics R&D covering in-flight maneuverability, aerodynamics, propulsion, and mission planning.
ISTARI WINS NSWC CRANE MISSION ENGINEERING AUTOMATION TESTBED (MEAT) AWARD
Issued through S2MARTS, this award accelerates the adoption of mission engineering across the defense enterprise. Companies with digital thread capabilities, synthetic environment tooling, or model-based systems engineering platforms should assess S2MARTS membership.
